Tickets for the SpringFest 2021 ND Whitetail Deer Tag Raffle are available at Bishop Ryan Catholic School. Tickets are $20 each and limited to 360 tickets sold. Drawing will be held at 9:45pm on Friday, April 16th, 2021, at Bishop Ryan Catholic School (316 11th Ave NW; Minot, ND 58703). Winner need not be present to win. Special Allocation Lottery Tag
Bishop Ryan Catholic School will provide to the Department, within 30 days of the completion of the raffle or auction, the name of the individual receiving the tag. It is recommended that the winner select an alternate(s) in such case the first recipient does not meet eligibility criteria or is unable to use the tag. This tag is open to nonresidents.
The recipient may utilize the tag, in any open unit for that species, during an open season for that species, with the appropriate weapon(s). For example; where applicable, the tag may be filled with legal archery equipment during the archery season, with any legal weapon (gun, bow, muzzleloader, crossbow) during the regular deer gun season, and with a legal muzzleloader during the muzzleloader season. State law (NDCC 20.1-05-03) limits persons to one big game license per season so recipients may not utilize a tag under the Special Allocation Tag provision and a tag from the general lottery in the same season. Because of this, a person who receives a tag under the Special Allocation Tag provision and is also drawn for a deer tag in the general lottery, must choose between the two. If that person chooses to utilize the Special Allocation Tag, the person will forfeit the license drawn in the general lottery and will accrue bonus points as if he/she did not receive their first choice in the general lottery. In order to account for this possibility, the Department will not issue the actual tag to the individual until after the general lottery is held.
State law (NDCC 20.1-03-11) addresses restrictions for youth deer hunters. If an individual younger than 14 were to receive a Special Allocation Tag, that tag could only be utilized to harvest a white tail deer during the archery season or to harvest a whitetail doe during the youth deer seasons for 11-13 year olds.
Other than specified above, recipients of Special Allocation Tags must comply with all other applicable laws and regulations.
